Every deposit must be wagered three times before it can be withdrawn, a rule the operator tightened from once to three times in September 2026 without changing the version number of its terms. The license is real and active. The questions are about the company’s other brand, about how its rules change, and about the fairness of limits that apply even without a bonus.
Curaçao Gaming Authority license
According to the terms, Complete Technologies N.V. (company number 133283, Curaçao) has held Curaçao Gaming Authority license OGL/2024/923/0383 since 24 March 2025. We checked the regulator’s certificate service: it confirms that license as Active, but the certificate we could open is issued for winspirit.com, not for luckyhills-ca.com. The seal on the site loads through a script we could not open. So the permit belongs to the right company; the link to this specific domain rests on the operator’s word. Some payments go through VIVIYAN CORP LIMITED in Cyprus.
The WinSpirit connection
Complete Technologies N.V. also operates WinSpirit under the same permit. When we built our shortlist, WinSpirit’s Casino Guru Safety Index stood at 3.2 (“very low”), and Trustpilot had hidden its rating over suspected fake reviews; we removed it from the list for that reason. Lucky Hills Casino itself scores better, with a Safety Index of 6.7 in the listings we saw, but the shared owner is worth knowing.
What players report
AskGamblers shows no formal complaints and a CasinoRank of 8.4 at the time of checking. Its player reviews repeat two themes: fast payouts once a withdrawal is approved, and frustration with the withdrawal caps and slow approvals before that point. One reviewer describes an unresolved refund of about C$2,981 after disclosing a gambling problem. Casino Guru, according to search listings, has no complaints logged against the brand itself. Taken together, the pattern is less about unpaid winnings and more about limits and friction.
Rules that change quietly
Between 17 and 23 September 2026, clause 7.6.18 of the terms went from “placed 1 time” to “placed 3 times” while the document kept its version number and date (1.9, 6 April 2026). The footer carries an eCOGRA seal, which we did not open, and disputes that support cannot solve can go to a free alternative dispute resolution service certified by the Curaçao regulator.
Can Canadians outside Ontario play at this online casino?
Canada is not on the list of restricted countries in the terms, and the site serves a Canadian version in CAD with an en-CA locale. The permit comes from Curaçao, not from any province, so disputes follow the operator’s complaint process and the Curaçao-certified mediator rather than a Canadian regulator.
Lucky Hills is not registered with iGaming Ontario, and we do not review it for Ontario. Its terms set the minimum age at 18; provincial age of majority rules still apply, which means 19 in most provinces. Occasional gambling winnings are not usually taxed in Canada.

What 40x costs in CAD
Wagering is set on the bonus funds only. The site’s own example: a C$50 bonus at 40x means C$2,000 in bets. Make the C$30 minimum deposit and you receive a C$30 match bonus, which needs C$1,200 of wagering. Take the full C$1,000 on the first deposit and the figure is C$40,000. On the second deposit, a C$500 payment unlocks the full C$1,000 at 200%, with the same C$40,000 target. That is steep, although far lighter than the 200x rules at the Casino Rewards brands we reviewed.
Read the bonus terms on winnings too: while a bonus is being wagered, winnings are credited to the bonus balance, and giving up before the requirement is met voids the bonus and those winnings. Clause 7.6.18 adds another layer: even without a bonus, each deposit has to be wagered three times before a withdrawal tied to it is allowed. Table games, video poker and roulette count 0% toward wagering, and four live studios, Pragmatic Play Live among them, count 5%.

Payment methods in CAD
The published list of payment methods (last updated 9 July 2026) covers 14 deposit methods and 10 withdrawal options. Two things stand out. Interac, named on the home page and in some published reviews, is not in that table, so whether Lucky Hills accepts it for your account is something to confirm in the live cashier before you make deposits. And the withdrawal table lists only Inpay bank transfer and crypto; the same page says payouts go back the way you paid where possible, so ask support how a card deposit would be returned.

For deposits and withdrawals the rules are standard: the operator charges no deposit fees, although some payment systems or banks may, and the casino also warns that some withdrawal methods carry a fee. In practice, a C$10,000 win takes at least four weeks to collect at the standard weekly limit. After six months without transactions an account turns inactive and a US$10 monthly fee can apply.

The casino page (updated 9 September 2026) counts 7,393 games from 115 providers; the older text on the home page still says 2,000+ and 80+. Studios in the lobby include Pragmatic Play, Hacksaw Gaming, BGaming, Playson, Booongo, Gamzix, Platipus, 3 Oaks, Microgaming, Betsoft, Endorphina, Mascot and Kalamba. The breadth of that list is the strongest reason to pick the site.
For bonus play, most slot games count in full, but not all: the bonus terms exclude bonus-buy, jackpot and some other slots, and a separate list names games that do not count. Table games and roulette count nothing. The game lobby also runs tournaments on selected slots.
Live dealer games
Nineteen live providers supply the live casino, among them Pragmatic Play Live, Imagine Live, Winfinity, LuckyStreak, VivoGaming, ICONIC21 and SA Gaming. The site runs sports betting with a separate esports tab, and the welcome package has a sports side: a first-deposit sports bonus of up to C$300 and a C$150 freebet. The bonus page shows these amounts but not their wagering, so read the specific offer before opting in. The general sports bonus rules add that cashed-out bets do not count toward turnover and that withdrawing real money while a sports bonus is active cancels the bonus.
We did not check odds, margins or market depth, and the public pages do not publish them. Live betting and odds formats are only visible once you open the betting section itself. Sports betting here is a secondary product; the casino is the reason most players sign up.

It gets the cash-out rules wrong for most players.
