Section 1.1 of the terms names the owner, GBL Solutions N.V., a Curaçao company registered under no. 155090 at Seru Loraweg 17. Payments run through Ramtinar Techconsult Limited, a Cypriot payment agent. The footer quotes license OGL/2024/589/0556 and cites the older Gaming Control Board title for the regulator. The seal beside it leads to the authority’s portal, where a certificate confirms that this operator runs hugocasino.com under the permit, issued on 14 April 2025 and listed as Active. Our check took place on 30 September 2026.
One company, several casinos
GBL Solutions N.V. is not a one-brand business. The same company and license sit behind Winshark and Spinline, and all three run on one software platform, with the same KYC hours and level-based withdrawal limits, although the figures differ from site to site. Casino Guru, for its part, links the brand with one other casino in its database. For a player this mainly means the rules below will look familiar if you have read about either sister site.

Provinces we cover, and the age that applies
Clause 2.7 lists the countries whose residents cannot open an account. The United States is on it; Canada is not, and no province is singled out. Players in Canada land on the en-ca edition with dollar prices, and a French-language version exists. We leave Ontario out of this review since Ontario operates its own licensed iGaming market under AGCO, so the sites that serve it deserve an Ontario review of their own.
